Collaborative Tools for e-Participation across Networks: The Comuno Networking Site for Public Governance and Services

Abstract

This paper presents collaborative tools for public participation across multiple networking sites. The tools are part of the Comuno networking site for public governance and services, which is particularly targeted at the public sector (currently in alpha testing at http://comuno.org). The Broadcast tool allows cross-posting content from Comuno to a wide variety of other networking sites, such as Facebook or Twitter. The UserFeed and TopicFeed tools build RSS feeds from content published by a specific user or under a specific topic. The LifeStream tool gathers a user’s activities across multiple networking sites in the private account section at Comuno. These tools and related aspects of the Comuno networking site are discussed and presented in the context of deliberation and opinion-forming in a Swiss bilingual city.

Author Biographies

Michael Kaschesky, E-Government Unit, Berne University of Applied Sciences

Dr. Michael Kaschesky is working on projects concerning e-participation in policy processes, information and crowd sourcing in disaster management, and research on the micro-foundations of institutional change at the E-Government Unit at Berne University of Applied Sciences. He has worked over 10 years on multimedia and internet in the creative and pharmaceutical sectors. Michael Kaschesky holds a doctorate in Business Administration from Aston Business School and a master degree in Electronic Business from the University of Arts Berlin and in Business Administration from the Free University of Berlin. He actively contributes to the international academic community and is member of the ICT Commission of the Swiss Academy of Engineering Sciences.

Reinhard Riedl, E-Government Unit, Berne University of Applied Sciences

Professor Dr. Reinhard Riedl studied engineering mathematics at Johannes Kepler University Linz and received a PhD in pure mathematics from the University of Zurich. He was visiting associate professor for High Speed Computing at the University of Rostock and visiting full professor for Distributed Systems & Communication at the University of Zurich. Since 2006 he is a research professor for Public Management & E-Government at Berne University of Applied Sciences. He is head of the Management Research Institute. In addition, he serves on the board of directors at Luchsinger Mathematics AG and he is a frequent consultant for European Union research and development programs.
