Abstract

This special edition of the JeDEM focused on Open Government and Open Information brings together a set of papers that contributes to understanding about creating new levels of openness in government and about the related opportunities, challenges, and risks. Collectively the papers inform current thinking about the transformation of government, the challenges and risks of pursuing an openness agenda, and the influence of culture and politics on new technical developments.

Author Biographies

Olivier Glassey, IDHEAP, Lausanne

Olivier Glassey is an assistant professor at the Swiss Graduate School of Public Administration (IDHEAP) where he is in charge of the research and teaching unit "Digital Governance". Within the Swiss Public Administration Network (SPAN), Olivier Glassey teaches public management, quantitative research methods, and management of information systems. His current research topics are public registers' harmonization and data governance of population registers, identity and privacy management, open access and transparency, and more generally eGovernment and eParticipation.

Theresa Pardo, Center for Technology in Government/SUNY

Dr. Pardo works with a variety of government, corporate, and university partners to lead applied research projects on the policy, management, and technology issues surrounding information and information technology use in the public sector. She is also on the faculty of the Rockefeller College of Public Administration and Policy and the College of Computing and Information at the University at Albany. Dr. Pardo is one of the founding developers of the highly ranked Government Information Strategy and Management curriculum at Rockefeller College.

Efthimios Tambouris, Technology Management Dpt, University of Macedonia

Efthimios Tambouris is an Assistant Professor at the Technology Management Department, University of Macedonia, Thessaloniki, Greece. Prior to that, he served at research centers CERTH/ITI and NCSR ‘Demokritos’ and the IT industry. Dr. Tambouris has initiated, managed and participated in numerous eGovernment research projects and service contracts and also served as an expert in relevant standardization activities at CEN. He has authored more than 100 scientific publications in eGovernment and eParticipation.
